The CBAM in a nutshell
The Carbon Border Adjustment Mechanism (CBAM) is a regulatory framework aimed at putting a price on carbon emissions embedded in goods imported into the European Union. Introduced as a part of the ambitious 'Fit for 55' package, it is designed to prevent carbon leakage, a phenomenon where companies move their production to countries with less stringent climate policies.
The CBAM is a complex and ambitious policy, but it has the potential to play a significant role in reducing global greenhouse gas emissions, aiming to reduce greenhouse gas emissions by at least 55% by 2030.

The CBAM mechanism
The CBAM will initially apply to imports of certain goods from sectors at high risk of carbon leakage. Over time, it is expected to be expanded to cover more sectors and goods.
Importers of covered goods will be required to purchase CBAM certificates equivalent to the carbon emissions embedded in those goods. The certificates will be auctioned off by the European Commission, and the proceeds will be used to support the transition to a low-carbon economy in the EU and globally.
During the transitional phase importers are obliged to report emissions associated with their imports on a quarterly basis without financial penalties. However, from 2026, the mechanism will necessitate annual reporting and require the purchase of CBAM certificates. This phase aligns with the gradual phase-out of free allowances under the EU Emissions Trading System (ETS)

The 5 steps to setting up a MACF carbon price!
No carbon price is imposed on European or non-European producers. Greenhouse gas (GHG) emissions are not penalized.
The EU introduces the Emissions Trading Scheme (EU ETS), which imposes a carbon price on European producers. To prevent carbon leakage, quotas are allocated free of charge.
From 2026, the EU will phase out the free allocation of emission allowances, which could increase the price of European products and favor imports from outside the EU.
Although some countries impose a carbon price on their producers, this is generally lower than the EU carbon market price.
To ensure balanced competition and prevent carbon leakage, the EU is introducing the MACF (CBAM), so that importers pay any difference in carbon prices.
Does the CBAM apply to you?
You’re EU Importers
If you are an EU-based company importing products such as aluminum, steel, iron, fertilizers, hydrogen or cement the MACF concerns you. This mechanism requires you to declare and potentially pay a price for the carbon contained in these products if they come from outside the European Union. You will need to integrate MACF compliance into your company's processes and operations, particularly in the management of your imports (strategy, planning, reporting, etc.).
You’re Non-EU Exporters
Non-EU exporters sending the aforementioned goods into the EU will also be impacted by CBAM. The mechanism compels you to provide detailed carbon emissions data for your products, which will directly influence the cost and competitive edge of your goods in the EU market. Adapting to these requirements is essential for maintaining access to the EU market and avoiding penalties.
