Which products are subject to CBAM?

CBAM primarily applies to carbon-intensive products such as steel, cement, aluminum, fertilizers, and electricity. The aim is to target sectors most at risk of relocation due to climate policy costs. When will CBAM be implemented?

The European Union plans to implement CBAM gradually. The mechanism came into effect in 2023, with a two-year transition phase (until the end of 2025). How will the carbon price be determined under CBAM?

The carbon price under CBAM will be aligned with the European Emission Trading System (EU ETS) market price.
